I have decided to change how Fallout is triggered. After more playing (and playtesting for the mall), I have decided that Fallout should only be triggered on critical CTRL damage from stress. This change removes the trigger of getting to exactly 0 hp due to stress.

I found that for players that had only 1 HP, they could get stress fallout right away, which wasn't the intent.
